Environmental Licence Conditions and Legal Obligations Register

Purpose. Lists every licence condition, legal requirement and reporting obligation that applies to GreenLoop sites and activities, with the responsible person, the evidence and the due dates.
1.Scope
This register covers the environment protection licences for Eastern Creek and Windsor, the development consent conditions for each site, the energy and emissions reporting obligations, the product certification requirements for compost, the safety obligations that carry reporting duties and the contractual monitoring obligations to clients.
2.Register entries
Each entry must show the source document and clause, a plain description of what must be done, the frequency, the responsible manager, the evidence that demonstrates compliance, the due date of the next action and the current compliance status. Entries must be updated within five working days of a change to a licence or consent.
3.Current obligations, Eastern Creek
The following conditions are the principal obligations of the Eastern Creek licence. The full condition text is in the licence held by the Safety and Compliance Manager.
- Receive only the waste types and annual tonnage stated in the licence
- Monitor stormwater discharge quarterly at the two licensed discharge points
- Maintain the fire management plan and stockpile size and separation limits
- Report any pollution incident immediately and submit the annual return by the due date
- Keep waste receival and disposal records for the period stated
4.Current obligations, Windsor
The following conditions are the principal obligations of the Windsor licence and consent.
- Receive only food organics and garden organics from approved sources
- Monitor odour at the boundary and maintain the odour management plan
- Collect all leachate and prevent discharge to surface water
- Monitor groundwater bores twice a year
- Test compost to the product standard before release
- Limit operating hours to those in the development consent
5.Reporting calendar
The annual licence returns, the energy and emissions report, the community consultation meetings and the product certification audits must be entered in the reporting calendar with a reminder 30 days before the due date. Late lodgement is a non-compliance and must be recorded in the incident, hazard and environmental event register.
6.Review
The register must be reviewed quarterly by the Safety and Compliance Manager and annually by management review. The review must be recorded with the date and the reviewer.
