Inbound Load Acceptance and Contamination Inspection Procedure

Purpose. Describes how inbound loads of recycling and organics are weighed, inspected, accepted or rejected and recorded so that only permitted materials enter the process and contamination is measured for every customer.
1.Scope
This procedure applies to every vehicle delivering material to the Eastern Creek and Windsor receival halls. It covers weighbridge entry, visual inspection, tipping, floor inspection, contamination assessment, rejection and recording. It must be followed by weighbridge operators, floor inspectors and supervisors.
2.Permitted materials
Only materials listed in the licence for the site and in the customer's supply agreement will be accepted. The weighbridge operator must confirm the customer, the source and the material type against the delivery docket before allowing the vehicle to proceed. Loads from an unregistered source must be held at the weighbridge until the supervisor approves them.
3.Inspection
The floor inspector must watch each load as it is tipped and must inspect the tipped pile before it is pushed to the infeed. Any prohibited item must be removed and placed in the quarantine cage. The inspector must estimate contamination by visual assessment against the photographic guide and must record the result in the inbound loads register within the shift.
- Gas cylinders, aerosols and fire extinguishers
- Lithium and other batteries
- Asbestos or suspected asbestos
- Medical waste and sharps
- Liquids, chemicals and oils
- Soil, rubble and treated timber in recycling loads
- Plastics, glass and metals in organics loads
4.Rejection
A load with contamination above the customer's agreed limit or containing asbestos, medical waste or a fire hazard must be rejected or isolated. The supervisor must be called before the vehicle leaves, photographs must be taken and the rejection must be recorded in the inbound loads register with the reason. Rejected material must be reloaded or moved to the designated rejection bay and the customer must be notified the same day.
5.Fire and hazardous item response
If a load is smoking, hot or contains a leaking cylinder or damaged battery, the inspector must stop tipping, keep people clear, alert the supervisor and follow the fire response section of the emergency plan. The item must not be pushed into the infeed or the stockpile.
6.Recording
Every load must have a record in the inbound loads register showing the customer, source, material, gross and net weight, contamination percentage, prohibited items found and the outcome. Monthly contamination reports for each customer are generated from this register and must not be edited outside the register.
